A good example is Hurricane Hilary in 2023. Hilary strengthened into a Category 4 hurricane over the eastern Pacific before weakening. It later made landfall in Mexico’s Baja California as a tropical storm and brought historic rainfall and flooding concerns to parts of Southern California.

That kind of storm history is a reminder that tropical systems can change quickly. A storm does not have to make landfall as a major hurricane to cause dangerous impacts.

What Is a Hurricane?

A hurricane is a tropical cyclone with maximum sustained winds of at least 74 mph.

Hurricanes are rated using the Saffir-Simpson Hurricane Wind Scale, which ranks storms from Category 1 to Category 5 based only on sustained wind speed.

Here are the official hurricane categories:

  • Category 1: 74 to 95 mph

  • Category 2: 96 to 110 mph

  • Category 3: 111 to 129 mph

  • Category 4: 130 to 156 mph

  • Category 5: 157 mph or higher

Category 3, 4, and 5 hurricanes are considered major hurricanes because of their potential for significant wind damage and loss of life.

However, the category number does not tell the whole story. The Saffir-Simpson scale measures wind only. It does not measure storm surge, rainfall flooding, tornado risk, or storm size.

Hurricane Structure
